Michael L. Rhyner
Executive Director

Appointed by the Board of Directors in 2001, Mike is the second Executive Director in MMRMA's 37-year history. Mike has over 30 years of experience in managing public entity pools at the executive level. Prior to joining MMRMA, he administered pools in Minnesota and Connecticut.
Mike's service and commitment to MMRMA has seen it through a decade of changes, including the introduction of MMRMA's net asset distribution program, which has resulted in the distribution of over $250 million to current members. He also spearheaded revisions to MMRMA's governance and management structure, ensuring that the organization remains a leader in the industry. Mike facilitated the creation of MMRMA's captive insurance company, Greenstone Insurance Company, LLC and serves as its President.
Mike is recognized nationally as a leader in the public entity pooling community. He served on the Board of Directors and is a past president of the Association of Governmental Risk Pools (AGRiP). He also helped found Government Entities Mutual (GEM), a captive reinsurance company for public entity risk pools. Mike served on the GEM Board of Directors from 2003 to 2016 and is a past board chair. Prior to joining MMRMA, he also served on the Board of Directors of the National League of Cities Mutual Insurance Company.
Bryan J. Anderson, CPA
Managing Director

Bryan has served as Managing Director since February 2016 and is responsible for directing key operational activities including finance, claims and legal services, and information technology. He joined MMRMA in November 2008 to lead the new in-house Finance Department.
Bryan began his career in 1997 with a public accounting firm after graduating with summa cum laude honors from Saginaw Valley State University with a Bachelor of Business Administration. A licensed Certified Public Accountant in the State of Michigan since 1999, he spent more than 10 years in public accounting, providing accounting, financial reporting, audit, and internal control consulting services to clients in a myriad of industries, specializing in insurance, government, and employee benefits.
Following his tenure in public accounting, Bryan joined the automotive manufacturer Chrysler LLC, where he worked as a manager in the internal audit department, supervising and performing accounting/tax compliance and internal control audits of employee benefit programs, retirement plans, fully insured and self-insured programs, legal department functions, and marketing activities.
Bryan is an active member in the Association of Governmental Risk Pools, American Institute of Certified Public Accountants, Michigan Association of Certified Public Accountants, Insurance Accounting and Systems Association, Government Finance Officers Association, Association of Government Accountants, and Institute of Internal Auditors. In addition, Bryan serves on the Board of Directors and Audit Committee of Government Entities Mutual, Inc., one of MMRMA's reinsurers.

Director of Membership Services and Human Resources

Cindy King joined MMRMA in August 2017 as Director of Membership Services and Human Resources. This newly created position is designed to address current needs and implement long-term strategic initiatives, further enhancing services to members. Cindy's primary responsibilities will include overseeing the MMRMA Risk Control team in a supervisory capacity, with a focus on member outreach, risk control education, and training. She will serve as risk control subject matter expert on employment and labor issues. Cindy will also direct in-house human resources activity in each department and the organization at large.
Cindy brings a wealth of knowledge and experience to this role. She most recently served as chief personnel officer for the City of Westland and an instructor with Wayne County Community College District, where she was the Dean of Special Initiatives in 2009. She previously served 16 years in elective office for Van Buren Township, including 8 years as township supervisor. Cindy holds a B.A. in human resources administration and is a member of the Michigan Public Employers Labor Relations Association and the Society of Human Resource Managers.
A very familiar face at MMRMA, Cindy has nearly 30 years of involvement with the organization in a variety of capacities. Prior to joining the staff, she was a member of the Administrative Risk Control Advisory Committee and Events Planning Committee. She served previously as a Member Representative and an elected member of the MMRMA Board of Directors. Cindy's familiarity with MMRMA and her leadership experience at the executive level of two member municipalities allow her to lend a broad, unique perspective to MMRMA.

Underwriting Practice Leader

Ray Williams of Northport Financial Services, LLC, manages MMRMA's underwriting and risk management functions. Ray has extensive experience managing underwriting and risk management operations for both traditional and alternative risk facilities. Ray's more than 40 years of underwriting experience includes new company startups, product development, and collaboration with financial and actuarial experts.
For more than 15 years, Ray and his associates at Northport have delivered underwriting and risk management services to a host of clients, including insurance companies, reinsurance companies, risk management departments, pools, and risk retention groups.
Prior to forming Northport, Ray held underwriting management positions at the senior or national level for several insurance and reinsurance companies.

Patrick has been providing computer support for MMRMA since 1988, when he graduated from Wayne State University with a Business Administration degree in finance. During his studies, Patrick took advantage of WSU's Business Computer Center to apply technology to his course of study. This supplemented his experience working with computers and databases. Armed with that skill, Patrick helped foster MMRMA's computer savvy and has kept the organization at the forefront of technological advances ever since.
